The proposal includes guarantees to compensate countries, depositories, or organizations for potential losses due to Russian countermeasures. Belgium and its allies previously blocked similar efforts in September 2026, citing insufficient risk guarantees. In October 2025, Belgian authorities demanded EU compensation if Euroclear had to return assets, such as after a peace agreement, and called for shared legal risks among EU states. The proposal would involve European financial institutions reporting to EU states, which would then share data with the Commission. The Commission would manage funds via predefined rules, including investing in specific financial instruments.
