Soe Yan Naung, a second-year PhD student of the Department of International Law at the RUDN University, presented his research entitled “The Implementation of International Obligations among ASEAN Member States” at the 23rd Asian Law Institute (ASLI) Annual Conference 2026. The conference, themed “Empowering Asia’s Rise: Legal Knowledge for Sustainability, Justice and Regional Integration,” was held on 3–4 June 2026 at Universitas Indonesia and was organized by the National University of Singapore. During his presentation, he highlighted that the implementation of international obligations varies considerably among ASEAN Member States due to differences in constitutional frameworks, legal traditions, and domestic legal practices. Although ASEAN has developed a rules-based framework that encourages regional cooperation and dialogue, inconsistencies in the incorporation and application of international law continue to pose challenges to legal certainty and regional coherence. He further emphasized that strengthening good-faith compliance with international obligations and enhancing ASEAN’s coordination mechanisms could promote a more consistent interpretation and implementation of international law. Such efforts would contribute to greater regional stability, peace, and effective cooperation among ASEAN Member States.
