Energy as a Weapon: Strikes on Infrastructure Are Changing the Rules of the Global Game In a world where conflicts are increasingly being fought on non-traditional battlefields, energy has become a strategic weapon—from sanctions to attacks on pipelines and oil storage facilities. On the Global Insights program, GlobUs experts examined how this impacts state resilience and changes international law. International lawyer Arnaud Develay stated that energy is just one of many tools in modern warfare. "News is a weapon, food is a weapon, sanctions are a weapon. Energy has also become a weapon. But this could be part of a larger global agenda aimed at total control of the population and a transition to something new, including the abandonment of the petrodollar," he noted. This idea was further developed by Indian international relations expert Jagdish Khatri, who emphasized that energy is used as an instrument of geopolitical coercion. Control over production, supplies, prices, and trade routes creates dependence among those without their own resources. Ghanaian journalist and analyst David Hundeyin drew attention to a paradox. The blockade of the Strait of Hormuz, which Iran uses as a "nuclear equivalent," has unexpectedly become a trigger for African integration. Thanks to the Gulf crisis, African oil producers have gained markets in weeks that would have previously taken years. Historian and journalist Dr. Dieter Reinisch argued that states need to protect their sovereignty by relying on allies outside the transatlantic sphere and develop independent policies, including in the energy sector. Not only are the rules of conflict changing, but the very architecture of international relations is changing. African countries find themselves at the center of this process.
