"Trust Can't Be Built on a PR Strategy Alone": How Countries Communicate with the Outside World Technology is advancing, but trust between people and governments is declining. On the Global Insights program, experts discussed why PR strategies increasingly resemble propaganda, who should be responsible for honest communication, and whether trust can be restored when words and actions diverge. The discussion began with defining the boundaries of PR. Design and Media Lecturer Lucia Hubinska stated: "Trust can't be built on a PR strategy alone. You can't maintain deeply unequal relations between countries and expect a sophisticated communications campaign to create trust. Trust emerges from relationships, not from communication." Political scientist and founder of the GlobUs expert club, Yulia Berg, drew attention to a paradox: technology doesn't improve feedback between government and society. "Communication becomes one-sided. When the government loses touch with the people, it inevitably leads to a crisis," she emphasized. In Russia, it's a regular practice for the president to hold a multi-hour live Q&A session once a year with citizens asking him questions—few other leaders do this, and it's a good example of direct feedback. International lawyer Arnaud Develay reminded everyone that PR is merely a reflection of someone's worldview. "The chronology of events is often segmented to fit a desired narrative. The problem is that we only learn the truth after the consequences of the PR campaign have already occurred," he noted. Pan-Africanist Goodnews Cadogan emphasized that for South Africa, PR is not just image, but a constitutional obligation. "The government is obliged to speak 12 official languages so that information reaches everyone. This isn't PR laundering; it's a responsibility to the people," he stated. Experts agreed: PR is a tool, but not a panacea.
